International USD withdrawal is still not done after a month passed

I’m waiting for international USD withdrawal for 30 days now. On my withdrawal panel it is listed as “Finished”, dat Sept. 30, 2018. In my transactions list it has time Oct. 18, 2018, 02:01 PM. But I didn’t receive anything.

I contacted my bank. They asked me to request payment order. I asked Bitstamp support for the payment order. But they only give me bullshit. The guy “Blendor S.” always tells me to wait a little longer:

What do I do?..
