Binance Google Auth recovery key lost

So my friend recently lost his phone (so including Google Auth). He no longer has access to his account because he did not write down his recovery/back-up key. Is he fucked now? Would appreciate a response.

    Do you need to file a support ticket? When I go through the steps on the website to upload the photos, I just get stuck in an ooda-loop of “confirming your email”, I click on it, and it says it will send me another email with the steps. That second email never comes.

    I am frustrated with myself for making the mental note to disable Google Authenticator before selling my phone AND THEN NOT DOING IT.
