Certain EU countries have stricter regulations which forces platforms to disable SEPA transactions in rhose countries. I think it has mostly to do with anti-money laundering and banking licences.

In Europe? This WE I sent 2×1500€ to Binance via SEPA from my Fortuneo account (French person here) with no problem at all. Immediately converted in BTC and sent to my Ledger nano s+. Fees were only 1€ for each SEPA transfer
